Unnatural Links Example Case #9

Recently I noticed a message in my Webmaster account indicating we have an unnatural links penalty.

My SEO people told me not to worry and to basically ignore this message. They advised not to submit a reconsideration request. However, about a week or so later, my traffic dropped drastically. They explained that some of my links had been devalued and that, in order to remove the penalty, new quality links would have to be built to replace them. This explanation just did not make sense to me.

I'm wondering what the next course of action should be. Do we need to submit a reconsideration request to Google or should we attempt to clean up our link profile and then wait for Google to remove the penalty. Any suggestions would be appreciated? How PBG Would Handle This Problem
